'New City Hall' historicized an old city hall that is calling for a hypothetical re-development. Rather than the common practice of bulldozing the old building, the scheme takes on a progressive effort of preservation.

The city hall building is a rare artifact in a city known for its relative young history. The time stamp on the building style, the events it witnessed through the years and practically its still functional interior unanimously point to keeping it on site. 

Additions will employ a massing strategy to frame the existing building. Two ends are emphatically faceted to claim the space they frame in-between. The old building is re-presented to the public with even higher symbolic meaning. The pair of new buildings will also support the city hall by providing open plan office spaces, afforded by its exoskeletal diagrid, and better equipped gathering halls.
